Dewathang area was identified to be under Samdrup Jongkhar Thromde in 2011. However, the place is yet to undergo metamorphosis in terms of urban infrastructural developments. This is because; residents there have still not received Lag Thrams or Land Ownership Certificates from the government to construct buildings.
The town is same like how it was a decade ago with old two-storied buildings.
“Here, we have roads and streetlight. But to start constructing buildings, we need Lag Thrams,” said one of the shopkeepers, Tshering Cheki.
Other residents also said they are eagerly waiting for the Lag Thrams to start development activities in the town.
“Our land was not registered before, so we were not allowed to construct buildings. Now, the land has been registered and everyone is willing to construct houses once they receive Lag Thrams,” said Gyelkin.
Samdrup Jongkhar Thrompon said they allotted plots to the residents in 2015 and have been corresponding with the Land Commission and other relevant stakeholders to regularise the plots.
“We have forwarded documents to the Land Commission to regularise the plots and issue Lag Thrams. Until then, we have requested people to carry out necessary planning in terms of doing designs of the structures,” added Thrompon Karma Sherab Thobgyal. “So as soon as they get Lag Thrams, they can start construction works.”
Dewathang town has two local area plans: Dewathang core area and Dewathang extended area. Under Dewathang core area, one can construct four-storied buildings while in Dewathang extended area; it is permissible to construct two-three storied buildings. Samdrup Jongkhar Thromde stretches from Dewathang in the north till Samdrup Jongkhar throm maed in the south.
