PM praises 10 ministries for setting high targets in their APA reports

The Prime Minister, Dasho Tshering Tobgay, applauded the ambition of the ministries during the mid-year review of the Annual Performance Agreements (APA) yesterday.

Lyonchhen praised the ministries for aiming to achieve excellence (while not settling for very good or good ratings). Ten Ministries and the Jigme Dorji Wangchuck National Referral Hospital presented their progress reports in the capital yesterday.

Of the total 378 activities that the 10 ministries set at the beginning of the Financial Year 2017-18, 51 have already been achieved. Some of these include establishment of 4,500 biogas plants in the country by the Agriculture ministry, 100 per cent primary education completion by the Education Ministry and three doctors in every dzongkhag by the Health Ministry.

While the ministries are still working towards achieving 296 targets, 31 were reported as being under risk. But of that 14 were reported to be under risk due to the inability to achieve the excellent target. The Prime Minister commended ministries of their high ambitions and shared that those indicators reported to be at risk shouldn’t be considered as risk. Lyonchhen congratulated the civil servants for the success and thanked them for their diligence.

“When a government management system like the Annual Performance Agreement is started, civil servants in other countries normally do not give much support. But we have received full support here, and for that we are grateful.”

Prime Minister added that since most of them had already achieved the ‘very good’ achievement ratings, the targets would remain unchanged. The review for the remaining 11 autonomous agencies are also expected to take place soon.
