The National Housing Development Corporation Limited (NHDCL) will provide employment to some 220 jobseekers registered with the labour ministry from May 1. This is in line with the ministry’s direct employment scheme where job seekers are placed in various state-owned enterprises, and private and corporate agencies.

To formalise the deal, the labour ministry and the NHDCL signed a Memorandum of Understanding (MoU) in the capital today. The MoU spells out that jobseekers will work with the corporation for two years, after which it will regularise their services.

The press release from the labour ministry states, “The recruits will support NHDCL in establishing its Home Maintenance Division and strengthening Manufacturing Unit.” This means, of the total 220 recruits, 133 will handle the Home Maintenance Division and the remaining 87 will work with the Manufacturing Unit. They will work there as engineers (civil and electrical), customer care executive, supervisors, carpenter and electrician among others.

Except for five engineers, the rest will get monthly salary from the labour ministry along with 30 per cent of NHDCL’s net profit. The total employment cost as reflected in the MoU is Nu 43.642m.

However, after the completion of two year attachment period, their salaries will entirely be provided by the National Housing Development Corporation. The minimum education qualification of the jobseekers should be class X pass and be at least 18-year-old at the time of recruitment.

The labour ministry launched its direct employment scheme in 2014 and so far, it has helped more than 6000 registered jobseekers to get jobs.

About direct employment scheme

In keeping with the pledge of providing full employment, the Royal Government developed many strategies and programmes to engage youth meaningfully.

In the course of implementing the programmes, emphasis has been on engaging youth to encourage them to be productive rather than gaining unemployment benefits that tend to promote idleness and discourage working.

Among the many initiatives, the Direct Employment Scheme (DES) under Guaranteed Employment Programme (GEP) is one of the flagship programmes, specifically designed to engage unemployed jobseekers of classes ten and above, who are willing to take up employment and stay engaged.

The objectives of the scheme are as follows:

  1. Support guaranteed employment to youth through various modes of engagement and training programs for a maximum period of one year;
  2. Provide skill training in those areas/sectors that are in high demand in the labour market;
  3. Create a pool of skilled and semi-skilled human resources in the country;
  4. Promote and inculcate dignity of labour; and
  5. Address shortage of human resources in the country.
