Public consultation for Kabesa LAP to take place soon

The public consultation for the much-awaited Local Area Plan (LAP) for Kabesa in Thimphu is expected to take place next month. This was revealed at the recent Thimphu Dzongkhag Tshogdu.

If all goes well at the public consultation, works to implement the LAP will begin shortly. This means the construction moratorium, which has been in place since early 2016, will be lifted.

At the Dzongkhag Tshogdu, Kawang Gewog Mangmi Perpon said the temporary prohibition of construction is costing the people in the area.

“Many had put on hold their plans to construct houses and they are all waiting eagerly for the moratorium to be lifted,” the Mangmi said.

“Some of them had bought housing materials like timber before the moratorium came into effect and they are complaining the timber quality is deteriorating.”

Kinley is among the dozens of Kabesa residents who had to shelve their plans to build houses. “I had the timber ready long time back and now some of them are not usable,” she said.

“I am segregating timber and will use the bad ones as firewood now.”

The works and human settlement mnistry took charge of Kabesa LAP last year since the District Engineering Sector lacked manpower.

The Thimphu District Engineer, Chhabi Lal Das, said the ministry has agreed to submit the LAP by next month at a meeting last month.

Kawang Gewog is home to around 500 households, and according to the Gewog Office, half of them are waiting to begin house constructions.
