Contractors must produce audit clearances along with tender documents

Government officials, especially engineers are at the receiving end when government projects are delayed or have compromised quality. Their promotions and other entitlements are being withheld.

To address the issue, public servants in Pema Gatshel have tabled their suggestion in the recent Dzongkhag Tshogdu that “contractors should submit audit clearances along with tender documents,” while bidding for government contracts.

“If they obtain audit clearances for the completed work and produce it while summiting tender documents for the next work, I think they will become accountable and responsible,” said Sonam Jamtsho, Dzongkhag Engineer.

At present, if a contractor fails to complete the work on time or doesn’t meet any requirement, he is only levied a fine. But, engineers and other concerned officials are held accountable for delayed work or poor quality structure.

“These days, most contractors don’t start the project on time nor complete on time. But for this, engineers, dzongkhag officials and local leaders are pressurised by the auditors,” said Ugyen Tshering, Deputy Chairperson of Pema Gatshel Dzongkhag Tshogdu. “Contractors can easily take part in the next tender.”

The DT members felt that if contractors are asked to produce audit clearances, it will only make the job of the dzongkhag tender committee much easier to choose diligent contractors.

Therefore, DT decided to put up proposal to the works and human settlement ministry to take up the matter in the next parliament session.
